FAS Investigates Two Independent Fuel Station Networks in Surgut for Collusion

The investigation focuses on why the fuel stations maintained identical pricing for gasoline over four months without justification.
The Khanty-Mansi Autonomous Okrug — Yugra Antimonopoly Service suspects two independent fuel station networks of colluding on prices for AI-92 and AI-95 gasoline. The stations in question are «Sibtransperevozki» and «Petrolstart» in Surgut.
«The Khanty-Mansiysk Office of the Federal Antimonopoly Service (UFAS) has established that from August to November 2025, the two independent networks (Sibtransperevozki LLC and Petrolstart LLC) at their filling stations, without objective justification, set and maintained the same or nearly the same prices for gasoline (AI-92, AI-95),» the agency reports.
The office has initiated a case on signs of violation of the law on protection of competition. The companies will be checked for non-compliance with antimonopoly legislation.
Earlier we reported that the antimonopoly service sent requests to the largest vegetable producers to study the price situation. In Yugra, cucumber prices have jumped. For a kilogram of the most popular vegetable, one will have to pay from 300 to 600 rubles (approximately $3–7 at current rates).
