Explained: Why Krasnoyarsk residents' cold apartment complaints went unanswered

For some, door frames froze in apartments
Krasnoyarsk residents were explained why they won«t receive a recalculation for heating on frosty days. Many complained about the cold in their apartments. The answer was given to an NGS24.RU correspondent by SGC (Siberian Generating Company).
NGS24.RU journalist Maria Zarukina experienced this firsthand: for several days, she couldn«t wait for specialists to solve the problem of cold in her apartment. She froze at home while resource providers and management companies redirected her to each other.
However, neither the heating inspection, nor employees of the management companies, nor resource providers came to her. Over the phone, all instances redirected her to each other.
After numerous calls, representatives of the management companies came, not SGC. An official representative of SGC explained to NGS24.RU that the delay in specialist visits was due to them receiving about 100 more applications than on usual days.
They were transferred from 005, city district administrations, official channels of SGC, and from social media. Some of them are related to problems with building structures and breaches in the thermal envelope, for which management companies are responsible.
«Nevertheless, the heating inspection is involved in examining complaints, including those related to the work of management companies, so the time between a submitted application and an inspector»s visit can be more than two hours. And now, to the applications, participation in administration commissions is added; these are also visits to houses, but they are not counted in the application statistics, as well as participation in Construction Supervision commissions, also visits and also not counted in the statistics,« explains SGC employee Anastasia Dyakova.
Housing and utilities expert Roman Kazakov, in a conversation with NGS24.RU, explained that the situation with slow response is only partially related to SGC.
«Despite our »warm« relations with this organization, I can say — it varies. In many cases, there are shortcomings on the side of the management companies, and the current situation is only partly related to SGC not heating the water enough. Why? They lack capacity,» says Kazakov.
