Ex-Yaroslavl official appointed to head Lyubertsy municipal enterprise

The former director of the Department of City Services of the Yaroslavl Mayor«s Office, Yaroslav Ovcharov, has become the head of a municipal organization in the Moscow region town of Lyubertsy. The editorial board of 76.RU found that Yaroslav Ovcharov has been listed as the director of the »United Improvement and Housing and Communal Services Combine« since January 22, 2026. The enterprise is engaged in cleaning and maintenance in the city. The founder of the organization is the administration of the Lyubertsy urban district of Moscow Region, which since 2022 has been headed by former Yaroslavl mayor Vladimir Volkov.

Earlier in a conversation with 76.RU, Yaroslav Ovcharov said that he planned to continue municipal service.

«He has been officially appointed as the director of the »OKBZhKKh« (United Improvement and Housing and Communal Services Combine),» the administration«s press service clarified.

Yaroslav Ovcharov worked in the Department of City Services of the Yaroslavl Mayor«s Office for six years. He headed the department in September 2019. At that time, the city was run by Mayor Vladimir Volkov. Before becoming the director of the city»s Department of City Services, Yaroslav Ovcharov headed the «Agency for Municipal Orders of Housing and Communal Services of Yaroslavl,» which is subordinate to this department.
