Ex-convict Deputy Becomes Founder of Orenburg Hazardous Waste Firm

Yevgeny Vyaznikov, the former chairman of the Legislative Assembly of Perm Krai, has not only become the general director of LLC Ecotekhprom but also its founder—in mid-January he acquired a 49% stake.

The company«s second founder is Beslan Khatsiyev (51%). In 2024, the revenue of this company, which collects hazardous waste in Orenburg Oblast, grew to 1.1 billion rubles (approximately $12.2 million at current rates), and net profit to 5.3 million rubles (approximately $58,900 at current rates).

As reported by 56.RU, the legal entity was established in 2017 in Orenburg. It is registered on Avtoremontnaya Street. In addition to waste collection, Ecotekhprom is engaged in six other types of activities:

providing other services in oil and natural gas extraction;
processing and disposal of hazardous waste;
collection and treatment of wastewater;
wholesale trade of fuel, ores, metals, and chemicals;
transport of other goods;
pollution cleanup and other waste removal services.
Yevgeny Vyaznikov was born on March 18, 1968, in the village of Yagodka, Orshansky District, Mari ASSR.
In 1989 he graduated from the economics faculty of the Moscow Cooperative Institute. From 1985 to 1989, Vyaznikov worked as a merchandiser at the Orsha District Consumer Society, then until 1990 as deputy director of the Chernushinsky District Consumer Society in Perm Krai. From 1993 to 1994 he held the position of deputy director of «Raikoopzagotpromtorg,» later heading the department of MTP «Yunost.» For two years—from 1995 to 1997—he was director of the trading house «Germes» for a peasant farm. Until 2000, he worked as general director of LLC «Ilduson Railway Holding,» after which he moved to the municipal unitary enterprise «Chernushkaremstroy,» where he became director.
The year 2001 brought changes for Vyaznikov: he entered politics. At that time, the villager took the chair of deputy head of the Chernushinsky District administration. From 2002 to 2003, he returned to business again, but then went back to work in the Chernushinsky District administration, taking the position of first deputy head.
In 2006, Yevgeny Vyaznikov swapped the village for the city, settling in Perm. For five years, he held the post of deputy chairman of the Legislative Assembly of Perm Krai. In 2011, he had to relinquish his deputy mandate due to criminal prosecution, wrote Kommersant. The former parliamentarian was accused of causing a traffic accident and inflicting grievous bodily harm. The court then sentenced him to two years« probation and also revoked his driver»s license.
Four years ago, Vyaznikov filed for personal bankruptcy. He was declared insolvent and a procedure for selling his property was initiated. The former deputy had debts to creditors amounting to 14.5 million rubles, but he was able to resolve the issue by reaching a settlement agreement with them.
