Forecasters from the Volgograd Central Geophysical Observatory and rescuers from the Russian Ministry of Emergency Situations« (EMERCOM) regional directorate are warning of a sudden weather deterioration in the region. After extreme frosts, when thermometers locally dropped to -30°C (-22°F), the region will experience a sharp warming with freezing rain and hurricane-force winds.

«On the morning of January 28, persisting until the end of the day and through January 29, a complex of adverse weather phenomena is expected in the Volgograd region — black ice, ice and frost deposition combined with strong winds of 15–20 meters per second (33–45 mph)», the emergency warning from the weather and rescue agencies states.

Rescuers recommend, if possible, avoiding personal vehicles and postponing long-distance trips, refraining from wearing high-heeled shoes, and not keeping hands in pockets. Sandpaper can be glued to the soles — this will help avoid slipping on ice, falling, and getting injured.
