If heating or hot water is cut off due to a burst in the heating networks or an accident at the boiler house, the heat supply company is responsible for repairs. For bursts inside the building, the managing company should handle the repairs.

Will There Be a Recalculation?
According to Russian Government Decree No. 354 of May 6, 2011, the payment for a utility service is reduced by 0.15% for each hour of absence beyond the legally established time frames. Here are the standards for each resource.
Cold and Hot Water. The permissible duration of supply interruption is 8 hours per month, 4 hours at a time. In case of major accidents on centralized engineering networks (for cold water) or on a dead-end main (for hot water) — up to 24 hours.
Heating. During the heating season, the temperature in residential premises must not fall below +18°C (64°F), and in corner rooms — not below +20°C (68°F). The permissible duration of interruption:
if the apartment is between +12°C (54°F) and the standard indicators — no more than 16 hours;
in apartments from +10°C (50°F) to +12°C (54°F) — no more than 8 hours;
in apartments from +8°C (46°F) to +10°C (50°F) — no more than 4 hours.
Electricity. The permissible duration of power supply interruption is 2 hours if there are two independent mutually redundant power sources, and 24 hours if there is one power source. Multi-apartment buildings typically have two sources.
Gas. The permissible duration of interruption is no more than 4 hours per month.
Garbage collection stands apart here. Ideally, at temperatures above +5°C (41°F), it should be removed daily, every 24 hours. The delay for the entire month should total no more than 72 hours. However, if the temperature is below +5°C (41°F), waste can be collected once every 48 hours.
