Deputies Unanimously Approve Governor's 2025 Report for Novosibirsk Region

The regional head participated in the work of the sixth session of the eighth convocation of the Legislative Assembly.
Deputies of the Novosibirsk Oblast Legislative Assembly unanimously approved the governor«s report on the work of the regional government for 2025. A rare occurrence in politics, indicating agreement on key annual outcomes.
Focus on Completing What Was Started and Social Obligations
In the report, Andrey Travnikov emphasized that in 2025, the authorities consciously shifted budget priorities. Instead of launching new construction projects, the region focused on those already begun. This is a fundamental issue: not to leave long-term construction projects unfinished.
Key areas remained social obligations to residents, support for participants of the Special Military Operation and their families, as well as the implementation of national projects.
Economy Grows, Albeit Without Sharp Leaps
The region«s economy maintained growth in 2025. The gross regional product exceeded 2.7 trillion rubles (approximately $27 billion at current rates) — this means that the oblast produced more goods and services than the previous year.
Agriculture added 4 percent, despite unstable weather. 3.3 million tons of grain were harvested from the fields, and yield increased to 27.4 centners per hectare. In simpler terms, more harvest was obtained from each field than before.
For the daily life of residents, the growth in consumer activity is also important. In 2025, turnover in trade, public catering, and paid services increased. Tourism for the first time finally established itself as a full-fledged sector of the economy: residents and guests of the region spent 23 billion rubles (approximately $230 million at current rates) on tourist services.
Small Business — Half of the Oblast«s Economy
Separate attention in the report was given to small and medium-sized businesses. Today, more than 156,000 entrepreneurs and SME companies operate in the region — over the year, their number increased by 4,000.
The turnover of this sector exceeded 2.8 trillion rubles (approximately $28 billion at current rates). This is almost half of all money earned by enterprises in Novosibirsk Oblast. Essentially, every second ruble in the region«s economy is from small and medium-sized business.
Investments and New Projects
The volume of investments remained at last year«s level — about 600 billion rubles (approximately $6 billion at current rates). This means that business continues to invest in the region, despite general economic uncertainty.
Currently, 89 large projects are being implemented in the oblast — from housing and social facilities to production and logistics. More than 40 of them have received financial support from the region.
In the national investment climate rating, Novosibirsk Oblast rose to 11th place and became first in Siberia. Through special support mechanisms for investors, over 15.5 billion rubles (approximately $155 million at current rates) were directed to roads, engineering networks, and infrastructure — without this, new districts and enterprises simply cannot operate.
The Main Thing — Social Support for Residents
The most significant outcome of the year, according to the authorities, is the fulfillment of all social obligations. Today, 123 social support measures are in effect in the region, of which 89 are regional.
In 2025, assistance was received by 767,000 residents of the oblast. This is almost every third person. Among them — 110,000 families with children. The total volume of financing exceeded 51.5 billion rubles (approximately $515 million at current rates).
A separate block — support for participants of the Special Military Operation and their families. For them, 72 assistance measures are in effect. Since 2023, the governor«s rehabilitation certificate has been issued — 1,848 people have already received it. At the same time, support measures continue to be adjusted based on the real needs of people.
Chairman of the Legislative Assembly Andrey Shimkiv noted that the governor met with all parliamentary factions during the year. According to him, it was the constant dialogue and joint work that allowed the government«s report to be approved without disputes.
