Deadline for children's clinic in Rossiysky pushed back for third time
Construction of the clinic has been ongoing for the third year.
In the settlement of Rossiysky, construction of a children«s clinic for 150 visits per shift began in the summer of 2023 in the area of Kulikovo Pole and Ratnoy Slavy streets. The medical facility is intended to relieve the long-overcrowded Clinic No. 13. Initially, the facility was to be handed over at the end of 2024, then the deadline was moved to autumn 2025, and later to the end of the year.
«Such pace satisfies no one — neither me nor the residents. I set the task to complete the facility by the end of 2025 and put it into operation next year,» said Veniamin Kondratyev after personally visiting the site in the summer.
The supplementary agreement outlines new deadlines.
But the facility remains unfinished to this day, despite the governor«s instruction. When will the construction of the clinic needed by residents finally be completed? 93.RU learned from the regional construction department.
Previously, the authorities of Krasnodar had promised to build a «full-fledged clinic» for 500 visits per shift at this location. Residents of Rossiysky, outraged by the changed plans, appealed to Vladimir Putin. 93.RU in the regional administration with reference to the Ministry of Health of Kuban explained that «taking into account the requirements of regulatory documents» it is possible to place a children«s clinic for 150 visits per shift on the land plot.
According to the Department of Construction of Krasnodar Krai, the readiness of the facility is already over 60% (in early November 2025 it was 35%). To date, costs have exceeded 435 million rubles (approximately $4.8 million at current rates), including expenses for design, expertise, construction and installation works, and connection to utility networks.
«Completion of construction works is planned for the fourth quarter of 2026. The decision regarding the opening date is made by the Ministry of Health of Krasnodar Krai,» clarified 93.RU in the regional construction department.
Three Contractors Have Been Replaced
Initially, the contract for the construction of the medical facility was concluded with NAO «Regional Construction Company of Krasnodar Krai» (RSC KK). The founder of the firm is the regional administration. Previously, we wrote in more detail about what is wrong with the company «RSC KK», which is involved in two criminal cases against former vice-governors of Krasnodar Krai and has repeatedly missed deadlines for the construction of social facilities.
In September 2024, the contract with NAO «RSC KK» was terminated due to the contractor«s improper performance of obligations, including missed deadlines.
Then, a new contractor began work on the site — the Armavir firm OOO «SpetsStroy», but all agreements with it were terminated at the end of summer 2025 for the same reason.
The third contractor to enter the site was OOO Construction Company «Technologies of Innovative Construction» (SC «TIS»). A contract worth 217 million rubles (approximately $2.4 million at current rates) was concluded at the end of September 2025. In fact, 106 million rubles (approximately $1.2 million at current rates) have already been paid. Initially, the work was to be completed by the end of 2025, but an additional agreement was signed, ultimately moving the completion of work to June 30, 2026, and the fulfillment of all agreements, including full payment — to mid-July 2026.
The director of SC «TIS» is Sergey Garmatov, the founder is Margarita Avdysheva. She is also the founder of the architectural bureau «Arkhivista». SC «TIS» was registered on March 30, 2016. Revenue for 2024 amounted to 278 million rubles (approximately $3.1 million at current rates), net profit — about 500 thousand rubles (approximately $5,600 at current rates).
The Telegram channel «Vokrug Rossinskogo» also reports, citing the contractor, that the clinic is planned to be completed by July 2026. Why, in that case, the regional construction department speaks of different deadlines — is unclear to us, but they know better.
