Court terminates snowmelt station concessions in Nizhny Novgorod

A court has terminated concessions for snowmelt station projects in Nizhny Novgorod's Sovetsky and Moskovsky districts, where work was due by November 2023.

The court terminated two concessions for the construction and reconstruction of snowmelt stations in the Sovetsky and Moskovsky districts of Nizhny Novgorod. The agreements were concluded in 2022 by the city administration and the company «Chistyye Ulitsy Privolzhya». However, according to municipal lawyers, the concessionaire missed deadlines and failed to timely provide design and estimate documentation (PSD), as well as insurance — reports «Kommersant-Privolzhye».

The stations were supposed to be commissioned by November 2023. The mayor«s office filed a lawsuit against the investor and its affiliated company »ProSneg« (which operates an existing station in the Sovetsky district) after the concessionaire violated the terms for coordinating the technical assignment for PSD development and the construction supervision contract. However, the administration lost this lawsuit.

In 2023, the mayor«s office leased land plots near Komintern and Nadezhda Suslova streets to the concessionaire. The investor signed the construction control contract for the station in the Sovetsky district only in June 2024, after the reconstruction deadlines had passed. Previously, the company had sought to compel the city to extend the reconstruction period by one year due to document delays, but was denied.

The concessionaire says that lengthy approvals of technical conditions caused the delays. The construction of the station in the Moskovsky district failed due to an unsuitable site. Although the mayor«s office states that initially the investor had no objections regarding this.

The Arbitration Court of Nizhny Novgorod Region ruled that the concessionaire should have calculated the project preparation itself when it approached the mayor«s office with the proposal. The arbitration also obligated the defendant to transfer the station equipment in the Sovetsky district to the mayor»s office, while leaving the land plot in the Moskovsky district leased to the company. Deputy head of the administration Anton Maksimov added that the station in the Moskovsky district will continue to be built by the company «Chistyye Prudy Privolzhya» until the court decision on terminating the concession comes into force.

Meanwhile, news has emerged about the construction of metro stations in Nizhny Novgorod. On Sennaya Square, construction has begun on a metro station complex. Builders started this phase of work after the «Vladimir» shield completed tunnel boring.
