Court Terminates Concessions for Snow-Melting Stations in Nizhny Novgorod

The Arbitration Court of Nizhny Novgorod Region has terminated two agreements for the reconstruction and construction of snow-melting stations. The works were supposed to be completed in two districts of the city last year.

The Arbitration Court has terminated two concessions for the construction and reconstruction of snow-melting stations in the Sovetsky and Moskovsky districts of Nizhny Novgorod. The agreements between the city administration and the company «Chistyye Ulitsy Povolzhya» were concluded in 2022.

It was planned that the facilities would be commissioned by November 2023. However, the concessionaire violated the deadlines by not submitting the design and estimate documentation on time and not arranging the necessary insurance.

The city hall filed a lawsuit against the investor and the affiliated company «Prosneg», which operates the existing station in the Sovetsky district. The basis of the lawsuit was violations in the coordination of the technical assignment and the construction supervision contract. The city authorities lost this lawsuit.

In 2023, the concessionaire leased land plots in the area of Komintern and Nadezhda Suslova streets. The construction control contract for the station in the Sovetsky district was signed only in June 2024, when all deadlines had already expired. Earlier, the company tried to obtain a one-year extension for the reconstruction, citing delays with documents, but was refused.

According to the concessionaire, the delay was caused by lengthy coordination of technical conditions. The construction of the station in the Moskovsky district did not take place also due to the unsuitability of the allocated plot. The city hall noted that initially, the investor had no objections to this plot.

The court ruled that the concessionaire should have independently assessed the project preparation timelines when applying to the administration. The defendant was ordered to transfer the station equipment in the Sovetsky district to the city hall. The land plot in the Moskovsky district remains leased to the company. Deputy Head of the Administration Anton Maksimov reported that the construction of the station in the Moskovsky district will be continued by the company «Chistyye Prudy Povolzhya» until the court decision comes into force.

Separately, progress is noted in the construction of the Nizhny Novgorod metro. On Sennaya Square, the construction of the station complex has begun. These works commenced after the tunneling shield «Vladimir» completed laying the tunnel.
