Court suspends 'Fregat' business center over fire safety violations in Vladivostok

A Vladivostok court has ordered the suspension of the 'Fregat' business center due to numerous fire safety violations uncovered during an inspection, with the center linked to Alexander Yasin, a figure associated with criminal cases.

The Leninsky District Court of Vladivostok has decided to suspend the operation of the «Fregat» business center, located at 78b Svetlanskaya Street in Vladivostok. The reason was numerous fire safety violations uncovered during an inspection by the Emergency Situations Ministry (EMERCOM) at the request of the prosecutor«s office, KONKURENT.RU reported.
Issues with fire protection and the legality of layout changes in the business center have been known since spring 2025. The EMERCOM inspection revealed serious violations: limited access to fire hydrants and extinguishers, a faulty evacuation alert system, lack of fire protection for metal structures of stairs and floors, placement of combustible materials near electrical panels, and blocked emergency exits.
Additionally, the basement floor with a restaurant was not separated from evacuation routes, and the elevator shaft structures did not meet safety requirements.
«The identified violations pose an immediate threat to the life and health of citizens,» emphasized the Primorsky Krai Prosecutor«s Office.
The lawsuit was filed against LLC «Lamel» and Yevgeny Sysoyev, who registered part of the premises through the court. The company is owned by the leader of the «Trifonovskie» gang Alexander Yasin (50%) and the Sysoyev brothers—Yevgeny and Roman (47.5% and 2.5% respectively).
Alexander Yasin is known as a defendant in several criminal cases, including charges of banditry and murders. Previously, under his control were the shopping centers «Soyuz», «Grand», as well as business centers «Victoria» and «Kristall», which have already been closed for similar reasons.
The «Fregat» business center, built in 2010 and put into operation in 2013, officially had six floors and an area of 3,446 square meters, but it was later discovered that there was an additional floor, increasing the area to 4,020.2 square meters. The Primorsky Krai Judo Federation is registered in the building, which was previously headed by Alexander Yasin.
Before the court«s decision, at least 17 tenants operated in »Fregat«—banks, transport and logistics companies, real estate agencies, and industrial enterprises.
