Court Frees Volgograd Police Deputy from Sentence

On January 28, the Stavropol Krai Court released from punishment the deputy chief of police of the Main Directorate of the Ministry of Internal Affairs for Volgograd Region, Ruslan Toymukhamedov, who was convicted of fraud.

The appellate instance granted the former police officer«s complaint, overturning the verdict of the Leninsky District Court of Stavropol. The basis for the release was the expiration of the statute of limitations for criminal prosecution.
Toymukhamedov was found guilty of fraud in organizing fictitious business missions abroad. «The investigation believes that one of the defendants in the criminal case, knowingly aware that an individual entrepreneur did not have the capability to organize and conduct business missions in Turkmenistan and Turkey, aimed at developing exports of small and medium-sized enterprises in Stavropol Krai, entered into two contracts for paid services for the organization and conduct of business missions with another citizen for amounts of 850,000 rubles (approximately $8,500 at current rates) and 1,400,000 rubles (approximately $14,000 at current rates),» as stated in the court materials.
According to the prosecution, the police colonel acted in collusion with the director of the Entrepreneurship Support Fund of Stavropol Krai, Yelena Samarina. They submitted false reports on the events to the region«s ministry of economic development, causing total damage of 2,350,000 rubles (approximately $23,500 at current rates).
Toymukhamedov was detained at his workplace on May 15, 2025. His arrest coincided with reports of a large-scale inspection in the Main Directorate of the Ministry of Internal Affairs for Volgograd Region, which, according to Telegram channels, could be related to a note found near the deceased farmer Alexey Paramonov.
Court hearings on the merits began in mid-August 2025. The Prosecutor«s Office of Stavropol Krai reported: »The director of the aforementioned Fund, Yelena Samarina, acting as part of a group of persons in preliminary collusion with the accused, entered into contracts with an entrepreneur, unaware of the criminal intentions of the accomplices, for services to organize and conduct an international exhibition and business mission in Turkey and Turkmenistan.«
The Leninsky District Court found Toymukhamedov guilty and sentenced him to one and a half years of imprisonment in a settlement colony. The convict fully compensated for the damage but appealed the verdict.
On January 28, 2026, the Stavropol Krai Court considered the appeal and changed the decision of the first instance. The former deputy chief of police was released from punishment due to the expiration of the statute of limitations.
