Court confiscates five flats, four cars from ex-Rosavtodor deputy

A St. Petersburg court has ruled to transfer state property worth about half a billion rubles from a former deputy head of Rosavtodor and his relatives to the state, following a prosecution request.

The Vyborgsky District Court of St. Petersburg has ruled to confiscate property belonging to former deputy head of the Federal Road Agency (Rosavtodor) Andrei Samaryanov and his family members in favor of the state. The total market value of the seized assets is estimated at up to 500 million rubles (approximately $5.4 million).

The list of confiscated items includes:

  • five apartments;
  • four cars (Audi, two BMWs, and a Mercedes);
  • seven parking spaces and a share in another;
  • five shares in non-residential premises in St. Petersburg;
  • a land plot with a house exceeding 2000 square meters (21,500 sq ft) in the Leningrad region.

The property was seized from Samaryanov himself, his ex-wife, mother, sister, and the sister«s cohabiting partner.

As established by the Prosecutor General«s Office, the luxurious lifestyle of the official and his relatives did not correspond to their legal income. Samaryanov had been in state service since 2006, working in St. Petersburg»s Transport Construction Directorate and later at Rosavtodor. Over the entire period, he and his close relatives officially earned only 65 million rubles.

However, from 2012, the family began actively acquiring elite real estate, the total market value of which reached 430 million rubles. Prosecutors gave the following example: «Ownership rights for a 104 sq m (1,120 sq ft) capital apartment in a business-class residential complex were registered to his sister»s cohabiting partner, who had no significant income. To avoid attracting law enforcement attention to the large transaction, the price of the property reflected in the contract was severely understated — from 117 million to 50 million rubles. In the same residential complex, two parking spaces were purchased for his former wife.«

The Prosecutor General«s lawsuit was fully satisfied. Andrei Samaryanov was dismissed from his post by an order from Prime Minister Mikhail Mishustin in October 2023. The former official himself has not commented on either the court decision or his dismissal.
