Chita removes 16% more illegal advertising banners in a year

The number of dismantled advertising banners on building facades in Chita has increased by 16% over the year. This was reported to a Chita.Ru correspondent on January 26 by the city mayor«s office.
According to the acting head of the architecture department, Olesya Shevchenko, 369 illegal advertising structures were identified in 2025, of which 257 were dismantled, while in 2024, 217 were dismantled.
Of the ones dismantled in 2025, 21 advertising structures had to be removed by the city«s own efforts through municipal contracts, which cost the budget almost 308,000 rubles (about $3,100 at current rates).
«We filed 279 appeals to the Interior Ministry to identify the owners of illegal advertising structures and 71 appeals to the control inspection for issuing orders on illegally placed structures, and 16 locations were excluded from the advertising structure placement scheme,» Shevchenko said during a meeting at the mayor«s office.
At 107 Amurskaya Street, in a residential building whose first floor is occupied by various offices and shops, all banners violating the improvement rules were removed — including both illegal advertising and signs that did not comply with the rules.
«Another example — 32a Krasnoyarskaya Street. Here we had court proceedings with the owner of the advertising structures for six months. In the end, he was simply given a warning by the court. However, that didn«t help, so we are now continuing the fight against these advertising structures,» said the head of the architecture department.
In addition to dismantling, the city approved 32 building facade passports, including taking into account the rules for placing advertising and signs.
«We issued 24 decisions on the approval of architectural and urban planning appearances of objects, and 70 facades were approved at capital construction projects. We approved 354 signs and 14 non-stationary trade projects,» Shevchenko added.
In 2021, changes were made to the current rules for the improvement of the territory of Chita, specifically adding a section with requirements for the placement of information structures (signs) on building facades. In February 2022, the city council approved rules for the installation and operation of advertising structures, developed on the basis of the federal law «On Advertising».
