Chelyabinsk Region Bolsters Energy Security in Anomalous Frost

The governor called on territorial heads and services to be ready for housing and utilities emergencies, especially during frosts.
Anomalous frost has become a serious test for the entire region. The harsh Southern Urals weather is testing the endurance of people, equipment, and the entire life support system. Issues of energy security and the uninterrupted operation of housing and utilities became the central focus at a meeting between Governor Alexei Texler and municipal heads.

Specialists from the Housing and Utilities Ministry monitor the situation around the clock.
«Colleagues, all emergencies, especially when people are left without electricity, heating, or hot water in the frost, must be resolved as quickly as possible, and of course, prevented if possible. We must react instantly to signals from residents. This is about people«s quality of life, their health, and wellbeing,» Alexei Texler addressed the heads of the territories.

In 2025, 2.4 million Southern Urals residents underwent preventive health check-ups.
To monitor the condition of networks across the Southern Urals and respond promptly to challenges, a duty system is operating in the region«s Ministry of Housing and Utilities. As a rule, specialists take no more than five hours to eliminate emergencies. However, »severe« situations requiring more time are not ruled out.

The meeting«s agenda also included national projects, the Year of Unity, and flood preparedness.
«We have a 24/7 monitoring department that tracks emergency situations. This helps us react quickly to incidents and make decisions on their elimination,» the press service of the Chelyabinsk Region Housing and Utilities Ministry reported.

The governor urged services to be prepared for housing and utilities emergencies, ordered checks on the readiness of warming centers in municipalities, and called on managers to ensure constant and prompt communication with the population via messengers and social networks:
«A head must take all measures to eliminate an emergency together with specialized services, go to the site, report on the situation, and inform people. For this, you have your own social media pages and messenger channels. They are needed not only for congratulations and ceremonial photos but also for information during difficult, acute situations. There is a great need for this—to receive reliable information firsthand. Therefore, stay in touch not only with other officials but also with residents.»
A Working Tool
The Russian messenger MAX could become an ideal working tool for always staying connected for both residents and officials. It is not just a chat but a specialized state communication platform that combines messaging and public service functions.
Residents can communicate directly with management companies, book appointments, and call a doctor to their home. Particular attention is paid to the educational process. MAX is integrated with the «Sferum» system, ensuring safe and secure communication between teachers, students, and parents.
Importantly, the application is optimized to work even with a weak internet signal. Southern Urals residents have already appreciated the messenger«s advantages.
«For us, it«s important that this is a closed and secure platform. We can calmly discuss internal matters in work chats and exchange official photos and videos,» notes Chelyabinsk resident Yevgeny Kovalchuk.
Since its launch, 85 million Russians have registered in the app.
Preventing Diseases
The meeting also discussed the results of preventive health check-ups for the past year. About 2.4 million Southern Urals residents underwent examinations—significantly more than in 2024. The target for the current year is set even higher—with plans to cover 2.9 million people.
«The region has a health check-up program even on weekends, creating convenient conditions for undergoing necessary procedures and tests. Our main task is not just to treat diseases but to prevent their occurrence,» said Chelyabinsk Region Health Minister Tatyana Kolchinskaya.
Important Topics
National projects were also in focus. According to the governor, the region demonstrated record financial discipline and a high speed of program implementation.
«As of 31 December 2025, our cash execution of national projects reached 99.04%. This is the best cash execution in all years of national project implementation in the region. This year, substantial work lies ahead. We are implementing 11 national projects. By the end of January, all regional programs must be approved, and then timely contracting and execution must be ensured,» noted Alexei Texler.
The main emphasis in 2026 will be on the national projects «Infrastructure for Life», «Youth and Children», «Long Active Life», and «Family».
The meeting between Governor Alexei Texler and municipal heads also discussed a number of other important topics. These included preparing events for the Year of Unity of the Peoples of Russia, developing communication networks in small settlements, and seasonal flood risks.
