Cape Kungasny development: 15-story hotel, embankment by 2030

In Vladivostok, public discussions have begun on the planning project for the territory at Cape Kungasny, 5, for the construction of a 15-story hotel complex on the seashore and a large embankment. The corresponding information appeared on the city administration«s website.
Authorities announced plans for the hotel construction between the «Clouds» recreation base and the «Coast» residential complex back in 2024, without specifying deadlines, and at the same time, Mayor Konstantin Shestakov signed a resolution on preparing the planning and land surveying project for an area of 8.3 hectares.
They did not name the contractor then, but it is known that the plot suitable for the recreation area was leased to the special developer «Miksal», and the maximum possible building area is 1,181 square meters.
LLC «Miksal» has existed since 2020 and was owned by Maria Chaika, but since 2024, the ultimate owners of the company are Olga Sukhanova and Matvey Zhelan — they own 95% and 5% respectively. Moreover, their shares are pledged to Sberbank.
In 2024, «Miksal» incurred losses of 26,000 rubles (approximately $289 at current rates), while the company«s assets are 22.1 million rubles (approximately $245,600).
All owners, including Marina Chaika who exited her share, are connected with a number of other construction companies in Vladivostok: «Pervy Stroitelny» (First Construction), «Okeaniya» (Oceania), «Sirius-M», and others.
The project was discussed several times at the urban planning council of Vladivostok, but it was rejected due to specialists« complaints about the appearance of the first floor and wind protection. Eventually, the object was approved only in May 2025, and renders also appeared.
Information about the construction of the embankment in the same place became known at the Eastern Economic Forum 2025 (VEF-2025) — then the well-known Vladivostok architectural bureau Concrete Jungle signed the agreement on improvement, and Konstantin Shestakov said that the work would be carried out at the expense of the budget.
Concrete Jungle — an architectural bureau and design-production company specializing in the creation of modern urban environment, public spaces, landscapes, and art objects. It was founded in 2012 by Felix Mashkov and Vadim Gerasimenko.
It is assumed that the embankment will stretch along the edge of the beach from the current entrance to Kungasny to Cape Lagerny. Above, an improved road with stops, pedestrian crossings, and other infrastructure objects will appear, but they will be built only by 2040.
Public discussions are being held from January 27 to February 2, and only citizens who have attached a scan of their passport with personal data and registration, and who live within the boundaries of the discussed territories or have real estate here in ownership or lease, can participate.
