An emergency house that has been awaiting relocation for six months, at 3 Kvartalnaya Street in the settlement of Tavrichanka, was flooded with boiling water due to a heating pipe burst. All that could be done was to rig the pipe so that water drips into a bucket rather than directly into the ground. The residents themselves have to carry out the bucket of water.

One resident, Vlada, said that the management company sent specialists to the accident site twice, but they do not know what to do because the house is old and also scheduled for demolition. The floors were all covered in boiling water; if you go down to the basement, the picture is grim: the house is being washed away, and the foundation is shifting.

They were forced to take an unusual measure: hanging the pipe on a wire and placing a bucket under it. If this is not done, water flows directly under the foundation and seeps beyond the house, washing away soil from the street.

Families with children live in the house and, according to them, are preparing for the worst. Some fear the building may collapse without ever seeing residents relocated; walls are already partially crumbling in apartments, and the basement staircase is held up by bricks.

«According to the official technical inspection, the density of concrete in the interfloor ceilings in the house is so low that measuring instruments simply do not register it. The ceilings have actually turned into dust and are held together by a «wing and a prayer». In recent weeks, the situation has become critical. The house has noticeably tilted. The front door has shifted away from the wall to the point where there are gaps through. Floors are collapsing in the corridor and kitchen — every step could be the last,» says the latest appeal from residents to the Investigative Committee and the Prosecutor«s Office.

A source from VLADIVOSTOK1.RU said that recently a curtain rod fell in a living room along with a chunk of wall. The wall beneath it simply crumbled to dust. The administration of Nadezhdinsky District, after several commissions, did recognize the house as emergency in July 2025, but still has not relocated the residents, citing Article 32 of the Housing Code of the Russian Federation. Residents were given a demand: they must demolish their house themselves by May 1, 2026, otherwise the process will drag on.

Article 32 of the Housing Code of the Russian Federation regulates the seizure of housing from owners for state or municipal needs (for example, in the event of an emergency condition of a house or road construction). The owner is provided with compensation: a monetary buyout price or, by agreement, other housing. The compensation includes the market value of the apartment and losses, including moving expenses.

«They tell us directly: «All houses are in this condition, wait.» But our house will not last! Under Article 32 of the Housing Code, to meet the deadlines of a year and a half, knowing that the ceilings could collapse on our children at any moment. This is not relocation, it is a death sentence under the cover of paperwork!» the same statement to the authorities says.

They continue to appeal to all authorities and demand payment of the buyout price, since they were not offered equivalent conditions for relocation. In 2025, people were offered apartments in Razdolnoye. But for some residents of the emergency building, this option is not suitable: in Tavrichanka they have their household, work, kindergarten, and older children have school in Vladivostok. From Razdolnoye, the commute adds at least an hour — it is 30 kilometers from Kvartalnaya.

In May 2025, before the house was declared emergency, our editorial team visited the site. But since then, conditions inside have only worsened. How much will be paid and when is still unknown; some worry that the total amount will not be enough to buy housing without going into debt, so they have started working harder. They are also intensively looking for options for temporary accommodation in case the demolition of the house is postponed.

A similar story happened with residents of Nakhodka, but they have been waiting for their relocation for more than 20 years. Even then, the house was declared emergency, but documents were lost several times. In September 2024, the administration again declared the house emergency and subject to demolition, and only in 2025 did the prosecutor«s office pay attention to the problem and begin to monitor the process.
