Beglov and Sobyanin Agree to Implement EMIAS in Clinics
The governor of St. Petersburg and the mayor of Moscow signed an agreement to digitalize clinics. This extends the implementation of Moscow's EMIAS system, already used in half of the city's hospitals.

Alexander Beglov and Sergey Sobyanin concluded an agreement on cooperation in the field of information technology for clinics on February 3. The document envisions the expansion of the use of Moscow«s EMIAS system, which is already being used in half of the stationary medical institutions in St. Petersburg.
According to Smolny, the implementation of the agreement will create a unified digital circuit for all state medical organizations in the city. «The patient»s medical history will be available to all doctors regardless of which one they turn to for help,« it is stated in the official announcement. The previous agreement, signed two years ago, concerned the implementation of EMIAS in hospitals. Governor Beglov praised the system: »I would even say, one of the best in Europe, because it allows uniting absolutely all healthcare institutions, including private clinics.«
The chairman of the health committee, Andrey Sarana, provided specific data: 36 institutions have fully switched to EMIAS, and another 40 are in the process of transition. «At the same time, 36 were helped to transition by specialists from the Moscow Department of Information Technology, and 40 institutions are being implemented from St. Petersburg,» he explained. Sarana added that the system integrates not only medical data but also accounting, pharmacy operations, and laboratories. The next goal is the primary level: a pilot project will be launched in three clinics, and in the future, they plan to connect 160 such institutions to EMIAS.
As noted by the head of the health department, more than twenty different information systems are currently functioning in St. Petersburg, which hinders seeing the full patient journey. A unified platform will reduce the number of paper documents and official requests.
