Bastrykin Orders Criminal Case Over Rybinsk Emergency Building

Alexander Bastrykin, head of the Investigative Committee of Russia (ICR), instructed investigative authorities to open a criminal case over the failure to take measures to resettle residents of an emergency building at 6 Neftyanikov Street in Rybinsk, Yaroslavl Oblast.
The four-apartment building, built in 1926, is in unsatisfactory condition: load-bearing structures are destroyed, engineering systems are worn out, and the necessary temperature is not maintained in the premises. Back in 2013, the building was declared emergency, but residents have still not received comfortable housing.
Initially, resettlement was planned to be completed by 2022, but deadlines were postponed to 2027.
The chairman of the ICR instructed the head of the Investigative Directorate for the Yaroslavl Region, Alexander Bessmeltsev, to open a criminal case and transfer it to the central office of the department for investigation.
According to the regional investigative committee, a criminal case has already been opened under Article 293 of the Criminal Code of the Russian Federation (negligence).
For negligence, Part 1 of Article 293 of the Criminal Code provides for a penalty of a fine of up to 120,000 rubles (approximately $1,300 at current rates), compulsory labor for up to 360 hours, corrective labor for up to one year, or arrest for up to three months.
Earlier, Alexander Bastrykin also drew attention to the problem of electricity supply in the Shchedrino settlement of Yaroslavsky District, where during frosts residents were left without light and heating.
