Bastrykin Orders Criminal Case Over Dirty Water in KhMAO

Chairman of the Investigative Committee Alexander Bastrykin has ordered a criminal case to be opened over dirty water in the settlement of Talinka, Oktyabrsky District. According to residents, appeals to the authorities have yielded no results.

The problem was reported by one of the Khanty-Mansi residents on the social media pages of Yugra Governor Ruslan Kukharuk. In photos she submitted, the water is the color of coffee. The woman said that the problem has been ongoing for several years and nothing is changing.
«When will this horror end? It»s impossible to wash your face, impossible to bathe a child. Why should we pay for such water?« laments the resident.
The administration of Oktyabrsky District responded that they are working on improving the water supply in the settlement. In 2025, network repairs were carried out, filters were purchased for replacement at water treatment facilities, a screw compressor was acquired to oxygenate the water, and other measures were taken in this area. Work is planned to continue in 2026.
Nevertheless, the dirty water in Talinka has attracted the attention of the Investigative Committee.
«For a year, a vital utility resource has been supplied to citizens» homes that is unfit for consumption and domestic needs due to its unnatural color and impurities. Appeals to the competent authorities have brought no results, and no measures are being taken to eliminate the violations. A procedural check has been organized in the Investigative Directorate of the Investigative Committee of Russia for the Khanty-Mansi Autonomous Okrug — Yugra,« the investigative committee reported.
