Bastrykin orders case over 13-year relocation delay

Alexander Bastrykin, head of the Investigative Committee of Russia (SKR), ordered the initiation of a criminal case because residents of a dilapidated house in Rybinsk, Yaroslavl Oblast, have not been relocated. The building is at 6 Neftyanikov Street.
«The four-apartment building built in 1926 is in an uninhabitable state: load-bearing structures are collapsing, engineering systems are worn out, and temperature conditions are not maintained in the rooms. In 2013, the structure was declared dilapidated, but to this day citizens have not been provided with comfortable housing,» the press service of the federal SKR reported.
According to the agency, the residents were supposed to be relocated by 2022. However, the deadline was postponed to 2027.
Chairman of the Investigative Committee of Russia Alexander Bastrykin ordered the head of the Investigative Directorate of the SKR for Yaroslavl Oblast, Alexander Bessmeltsev, to initiate a criminal case and transfer it to the central office of the agency, as well as to submit a corresponding report.
As 76.RU was told by the Investigative Committee of Yaroslavl Oblast, a criminal case has been opened under the article on negligence.
Under Part 1 of Article 293 of the Criminal Code of the Russian Federation, the punishment includes: a fine of up to 120,000 rubles (approximately $1,200 at current exchange rates) or in the amount of the convict«s salary or other income for a period of up to one year, compulsory labor for up to 360 hours, correctional labor for up to one year, or arrest for up to three months.
Earlier, SKR head Alexander Bastrykin became interested in the electricity problem in the village of Shchedrino, Yaroslavsky District. During frost, local residents were left without light and heat.
