Bastrykin Checks Resettlement of Dilapidated Houses

Russia's Investigative Committee has launched a procedural check following complaints from residents of a dilapidated house in Volgograd, and General Alexander Bastrykin has ordered a report on its results.

The reason for the intervention by the head of the Investigative Committee was a complaint from citizens living in a dilapidated house on Ivana Franko Street in the northern part of Volgograd. The two-story building, constructed in 1957, was officially deemed unfit for habitation back in 2020.
In the information center of the Investigative Committee, it was reported:
An appeal was received on the unified multi-channel telephone line of the information center of the Investigative Committee of Russia regarding the violation of the rights of residents of the apartment building on Ivana Franko Street in the city of Volgograd. The two-story building, constructed in 1957, was recognized as dilapidated in 2020 due to the high degree of wear of the structures. Since September last year, due to the dilapidated condition of the utility networks, hot water supply has been entering residential premises with regular interruptions. However, measures for the resettlement of citizens have not been taken to date. Appeals to competent authorities have yielded no results.
Residents point out that the problems have been going on for years. One of them explained last year:
These houses were built in 1952. They were built by German prisoners of war. In the apartment, it«s +12 °C (54°F), neither the administration nor deputies have seen our housing, they have been recognized as dilapidated several times, then removed from this list, recognized again as dilapidated — and so on several times. People received formal replies that they would be resettled no earlier than 2026–2028. After all, houses were built for resettlers. Why aren»t we being resettled? We have no shops, no pharmacy, no kindergarten. We are not living, we are surviving.
According to the Volgograd residents, they were previously offered apartments from the maneuver fund, but this housing, in their assessment, turned out to be even worse than the current one.
In the investigative department for the Volgograd region, a check has already been organized.
The Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin instructed the head of the Investigative Department of the Investigative Committee of Russia for the Volgograd Region Vasily Semenov to report on the interim results of the procedural check and the decision made. The execution of the instruction, as well as the progress of the procedural check, have been placed under control in the central apparatus of the department,
clarified the Investigative Committee.
