Bashkortostan Digitizes Over 5 Million Real Estate Documents
In the Republic of Bashkortostan, approximately 5 million archival files with title and cadastral documents have been digitized. The work was completed ahead of schedule under a federal program.

Bashkortostan has completed the digitization of approximately 5 million archival files containing documents on real estate rights and cadastral records. To date, about 80% of the entire fund, which has been accumulated since 1998, has been converted to electronic format. The digitization process is being carried out in accordance with the state program «National System of Spatial Data» and is progressing faster than planned.
Petr Klets, Head of the Office of Rosreestr in the Republic of Bashkortostan, noted: «The electronic archive is the foundation for improving the quality of public services in the field of rights registration and cadastral accounting. Rapid access to documents reduces service delivery times and minimizes administrative barriers for citizens and businesses.»
Digitization of archives ensures the preservation of historically important documents and protects them from loss through backup systems. In addition, the transition to electronic document management reduces labor costs and storage expenses, decreasing the need for paper media and archival premises. Since January 2023, the management of archives of title documents has been carried out by the Branch of the Public Law Company «Roskadastr» (PPK «Roskadastr») in the Republic of Bashkortostan. The total volume of the fund exceeds 6 million storage units, including more than 2.9 million documents for cadastral registration and over 3.2 million documents confirming the transfer of ownership.
Rustam Gaysin, Director of the Branch of PPK «Roskadastr» in the Republic of Bashkortostan, explained: «Applicants can obtain copies of archival documents — boundary plans, technical passports, purchase and sale agreements, deeds of gift, wills, and other acts — through the MFC, the Gosuslugi portal in the section «Certificates/Statements», the official Rosreestr website, or via mobile service. Documents are provided both in electronic and paper form, and when requesting information about objects outside the region, the extraterritorial service principle applies.»
Full digitization of archives in the region is planned to be completed in the coming years. The current pace of work suggests that this goal may be achieved ahead of schedule, which will accelerate the digital transformation in the sphere of land and property relations in the republic.
