Bashkortostan allocates 334 million for ice palace

A new contractor was hired for the ice palace in Baymak, but the client lacks funds, delaying completion by two more years.

In Baymak, the ice palace that received more than 300 million rubles (about $3.2 million) remains unfinished. The situation has escalated to the point where a new contractor was hired, hoping to move things forward, but new problems have emerged — the client has no money. UFA1.RU learned the details.

Construction of the indoor skating rink in Baymak began in late 2022 and was expected to be completed by summer 2024. However, the facility was not finished on time, and opening was postponed to February 2025. But things only got worse — now the deadline has been pushed back to July 2027.

The first contractor was SBS-Stroy from Ufa. In November 2024, it was fined about 800,000 rubles (about $8,400), and the construction cost rose from 329.9 million rubles (about $3.5 million) to 343 million (about $3.6 million). Only 40.1 million rubles (about $422,000) worth of work was completed. The contractor«s director blamed it all on the Bashkortostan Capital Construction Directorate — saying they did not approve the foundation and then imposed fines. Meanwhile, workers complained about unpaid wages.

For breach of obligations, SBS-Stroy was fined 38.1 million rubles (about $401,000) in February 2025. After the ice palace, the company tried to secure several other contracts in the Bashkir Trans-Urals (Bashkortostan), but only managed to get one — a school renovation for 47 million rubles (about $495,000).

A new contract was signed with GeoStroy LLC from Ufa in summer 2025. The construction cost increased to 334.6 million rubles (about $3.5 million) — despite the fact that the previous contractor was paid 40 million rubles (about $421,000) (and has not yet paid the fine).

GeoStroy LLC was registered in Ufa in 2011. According to Kontur.Focus, its main owner and director is Rustam Khazhiev, who manages several specialized developers, as well as a logging and wholesale trading company.

Other owners of GeoStroy are Radik Mukhametianov and Yuri Grebenshchikov, both primarily associated with the same organization. The company builds houses across Bashkortostan: in Yanaul, Tuymazy, Beloretsk, Uchaly, and Neftekamsk.

Revenue at the end of 2024 was 354.4 million rubles (about $3.7 million), net profit — 2.6 million rubles (about $27,000).

Residents of Baymak say that the new contractor appeared on the site, but construction has not started. The Bashkortostan Ministry of Construction stated that there is no money.

«We have sent a request for additional funding to the Ministry of Economic Development and Investment Policy of the Republic of Bashkortostan. Once funding is allocated, a general contractor will be selected and construction will resume,» the ministry replied.

It is unclear whether this means a third contractor will be sought for the rink. Meanwhile, GeoStroy was already fined 200,000 rubles (about $2,100) in August 2025 for «improper performance of obligations.»
