Architectural Bureaus to Design New Razgulyay with Heritage Focus

Authorities in Perm plan to preserve cultural heritage sites during the redevelopment of Razgulyay and Gorodskiye Gorki, though only two such sites exist in the area.

In Razgulyay and Gorodskiye Gorki, a comprehensive development of the territory (CDT) is planned. Here, old housing will be demolished, mid-rise houses, an arts school will be built, and roads will be laid, one of which will lead through Razgulyay to a new gallery. One condition of the CDT for developers is the preservation of cultural heritage sites. We explain what exactly they want to preserve here.

The project order for the CDT in Razgulyay was published in the summer of 2025. In December of the same year, Perm Krai Governor Dmitry Makhonin at a meeting with chief editors of Perm media explained how Razgulyay will be transformed.

«We will not build high-rises in Razgulyay; there will be mid-rise buildings, social infrastructure, roads connected to Yegoshikha,» Dmitry Makhonin told 59.RU. «We are developing a concept called «Gubernsky Gorod» (Provincial City) — this includes Permskaya, Sibirskaya, and all adjacent streets. We will remove fences, garbage, open up courtyards and spaces so that people can walk, sit and drink coffee, listen to street musicians. Like how it happened, for example, with the inner courtyard of the Youth Theater.»

A through passage is also planned through the territory of Razgulyay to the area of the Shpagin plant, where there is currently a cultural space and soon a new art gallery building will open for visits.

The tender for the right to conclude a CDT agreement for residential development in part of the Gorodskiye Gorki microdistrict of Motovilikha District and in Razgulyay — in the project they are combined — took place in December 2025. The winner was the company «Brusnika», which offered a price for implementing the CDT of 410 million rubles (approximately $4.6 million at current rates). According to the plan, houses in Razgulyay will be resettled, after which the developer must build a community center, an arts school, conduct a road network, create a recreation area and eco-trails, as there is a specially protected natural area nearby.

Where exactly the listed objects and areas will be located will be detailed in two master plans, which architectural bureaus have taken on developing. Documentation for the territory planning is intended to be brought to public discussions. Archaeological excavations will be conducted at future construction sites.

«These are valuable territories for the city,» quoted the words of Dmitry Stupin, director of the Brusnika branch in Perm and Chelyabinsk, in the Telegram channel of Perm Krai«s Ministry of Property. «And they undoubtedly require renewal. We understand how rich the history of these places is and how much it means to Perm residents. Brusnika carefully approaches such spaces; we will engage in dialogue with each owner, individually addressing all issues.»

The project implementation will take 15 years — the CDT will be completed in 2040.

A mandatory condition set by the authorities for the developer is to preserve cultural heritage sites. In Razgulyay, there are only two — an old mansion at Parkovaya, 11 and an old tram bridge over the Yegoshikha River. We explain why they are valuable and interesting.

In the Mansion Lived Depot Employees

The first object to be preserved in Razgulyay is the mansion at Parkovaya, 11. This is the only preserved two-story stone house from the 19th century in Razgulyay.

The building is a monument of history and culture of regional significance. It represents a characteristic example of a so-called «rental house» from the second half of the previous century, its architectural design is in the «brick style».

Before the revolution, the house belonged to Perm meshchanin Ivan Kondrashin, and then to a certain Mr. Zykov. The house is also connected to the history of the tram depot, as its employees worked and lived there. As stated on the website of the State Archive of Perm Krai, the entire street in the early 20th century became known as Parkovaya. It adjoined the tram park.

In the 1990s and early 2000s, the building housed a funeral bureau. Now the building belongs to individuals; after renovations in the autumn of 2023, the Moscow gallery MaxArt opened its residency for artists in the mansion. Creators from all over the country come here, create paintings and installations on various themes about Perm and Perm Krai, and then exhibit them to the public.

In the State Inspection for the Preservation of Cultural Heritage Sites, 59.RU clarified that during construction work in Razgulyay — for example, when driving piles nearby — the developer is obliged to «conduct all necessary measures ensuring the preservation of cultural heritage sites.»

Tram Bridge

The tram bridge over the Yegoshikha River opened in 1929. Its project was created back in 1916, but the launch of trams was delayed due to the First World War and the Civil War. The first trams in Perm ran on the route Motovilikha — Razgulyay — Krasnoufimskaya (now — Kuybyshev Street).

The bridge consists of steel trusses forming a convex downward arc. Because there was one track on the bridge, trams had to pass each other before the bridge, causing traffic jams. The bridge was also used for movement by tractors and horses, but in 1937, the city executive committee prohibited horse-drawn traffic on it, as horses were frightened by the approaching noisy carriages.

Trams ran on the bridge until the 1950s, until the Northern Dam was built, shifting traffic flow. In 1959, the bridge was transferred to the balance of the communal services of Leninsky District. Now only pedestrians walk on it.

The bridge needs repair. In the State Inspection for the Preservation of Cultural Heritage Sites, 59.RU explained that the CDT obligations include not only preserving the bridge but also conducting all necessary repair work.

Also, part of the specially protected natural territory, the ecological park «Yegoshikha Valley», falls into the CDT. Nothing will be built on it, but it will be improved for recreation.
