Vladivostok's Shkolny Shopping Center Closed for Fire Safety

A court in Vladivostok has ordered the closure of the Shkolny shopping center after inspectors found numerous fire safety violations that posed a threat to life and health.

Operation of the Shkolny shopping center on Borisenko Street in Vladivostok has been suspended by court order. The reason was gross violations of fire safety requirements, which, according to supervisory authorities, posed a real threat to life and health.
Prosecutors highlighted that the building«s owners had not rectified critical safety issues despite warnings.

As reported by the press service of the Primorsky Krai Prosecutor«s Office, an inspection of OOO Primarentorg, the building»s owner, revealed numerous violations. These included non-compliance of evacuation routes and exits with established standards, as well as malfunctioning fire protection systems.
A representation was issued to the company«s director, and administrative cases were opened under several articles of the Russian Code of Administrative Offenses, including for violating fire safety rules and failing to comply with emergency protection requirements.
A follow-up inspection involving specialists from the Vladivostok administration and the Ministry of Emergency Situations (MChS) showed that the building«s owners had not eliminated key violations. The regional prosecutor»s office explained that «the threat to life and health of people persisted.»
In connection with this, the prosecutor of the Pervomaisky District of Vladivostok filed a lawsuit to ban the operation of the shopping center until all violations are fully eliminated. The court supported the prosecutor«s position and imposed interim measures — the Shkolny shopping center building is prohibited from being used for its intended purpose.
The prosecutor«s office clarified that the progress of the lawsuit and the actual elimination of violations are under supervision. Special attention was paid to the composition of the company»s founders. It is noted that until October 2025, one of the founders of OOO Primarentorg was a family member of Alexander Yasin, the head of the criminal group «Trifonovskie».
Earlier, we reported that a court ruled on the high-profile case of the business center «Fregat», which also involves Alexander Yasin. The owners of the business center on Svetlanskaya Street were given six months to eliminate fire safety violations, but the activities of organizations inside were not suspended.
