New Details: Former KIZHK Head Suspected of Fraud Involving Homes for Kurgan Large Families

Details emerge in the criminal case over unbuilt houses for large families in the Kurgan region villages of Kolesnikovo and Bolshoye Chausovo.

In the criminal case concerning deceived residents of the Trans-Urals who were not provided with houses in Kolesnikovo and Bolshoye Chausovo, new suspects have emerged — the former head of KIZHK (Kurgan Mortgage and Housing Corporation) and the head of one of the company«s departments.

The Investigative Committee of Russia recalled that since 2023, the Chelyabinsk construction company LLC «In-Stroy» entered into contracts with residents of the Trans-Urals for the construction of 18 individual residential houses in the village of Kolesnikovo and 2 houses in the village of Bolshoye Chausovo (Ketovsky District). The victims paid for the services, but to date, the construction of the buildings has not been completed.

A criminal case was initiated and investigated regarding fraudulent actions involving the company «In-Stroy» (Part 4, Article 159 of the Russian Criminal Code). The investigation believes that officials of JSC «Kurgan Mortgage and Housing Corporation» are involved in the commission of fraud.

According to the Investigative Committee, the former general director and the head of the department for working with co-borrowers of JSC «KIZHK» in March 2025 acted as a group by prior conspiracy. Along with them, representatives of LLC «In-Stroy» were also involved: the group of suspects persuaded a resident of the Trans-Urals to purchase a land plot with an unfinished construction object for 2.5 million rubles (approximately $27,800 at current rates).

Currently, according to information on the organization«s website, the general director of KIZHK is Andrei Borisov. Previously, the organization was headed by Sergei Botov.

«Moreover, having financial problems at that time, the company did not intend to complete the construction. Furthermore, when signing the purchase and sale agreement with the client, the former director of the corporation knew for certain that the organization he headed did not have ownership rights to the land plot, and the transaction was initially fictitious,» the Investigative Committee reported.

A criminal case has been initiated against the four aforementioned individuals under Part 4, Article 159 of the Russian Criminal Code. On January 27, together with the FSB and Rosgvardiya, searches were conducted at the suspects« places of residence and work (in Kurgan and Chelyabinsk Oblast). Mobile phones, computer equipment, electronic storage media, and documents of interest to the investigation were seized. Three suspects have been detained. They are to be placed in custody.
