Ex-Director of Yaroslavl Department Accused of Bribery

Former Yaroslavl property department director Maksim Frolov has been charged with receiving a bribe in the form of mobile phones worth 330,000 rubles (about $3,700) and abusing his position.

A criminal investigation into bribery has been launched in Yaroslavl against a former official.

The former director of the Department of Property and Land Relations of the Yaroslavl Region has been accused of bribery. According to 76.RU, the defendant in criminal cases under the articles «Receipt of a bribe by an official personally for actions in favor of the bribe-giver, on a large scale» and «Abuse of official powers» is Maksim Frolov.

«According to the investigation, in December 2018, the 51-year-old defendant, who held the post of director of one of the departments of the Yaroslavl Region, by virtue of his official position and acting in the interests of a commercial organization, received an illegal remuneration in the form of mobile phones worth a total of 330 thousand rubles (about $3,700 at current rates). This was for taking actions to eliminate violations in the preparation of auction documentation and to facilitate its conclusion, execution, and even payment,» — the Investigative Department of the Investigative Committee for the Yaroslavl Region reported.

Investigators learned about the bribes during the investigation of another criminal case opened due to Frolov«s abuse of official powers from 2019 to 2020.

«During auctions for the purchase of residential premises for one of the socially vulnerable categories of citizens, which led to the non-utilization of allocated funds and the failure to provide citizens with comfortable housing,» the Investigative Committee said.

The court has now seized property of Maksim Frolov worth more than 10 million rubles (about $111,100 at current rates). The investigation into the criminal case continues.

If Maksim Frolov«s guilt is proven, he faces up to 12 years in prison.

Maksim Frolov was appointed director of the Department of Property and Land Relations in March 2017. Before that, he worked at the Federal Service for Financial Markets and the Moscow City Property Department. From 2013 to 2014, Frolov worked in the Committee for Competition Policy of the Moscow Region, and then headed the Moscow State Unitary Enterprise for Technological Production Integration.

In September 2020, Maksim Frolov left the Department of Property and Land Relations of the Yaroslavl Region. Authorities said he wrote a resignation letter of his own volition.
