Severe Frost to Strike Samara Oblast on February 4

Samara Oblast is bracing for anomalous frosts. Meteorologists have declared a «yellow level» danger for the coming nights.
According to the Volga Hydrometeorological Center (Privolzhsky UGMS), from February 4 to 6, temperatures in parts of the region may drop to -30…-34 degrees Celsius (-22…-29°F). The peak of the cold will occur at night.
In connection with this, the Russian Ministry of Emergency Situations (EMERCOM of Russia) has published a memo for residents. Rescuers strongly advise properly equipping oneself in such frosts.
The main recommendations are simple:
When going outside, dress warmly: be sure to wear a hat, scarf, and mittens.
Footwear should be loose and dry, and clothing should be layered.
It«s better to avoid metal jewelry — in the cold, they cool down instantly and can cause cold injury.
If you feel that you are starting to freeze, it«s best to immediately return home or enter any warm building.
After a walk, hot tea will help warm you up well.
The «yellow» danger level means that weather conditions are potentially hazardous. In such weather, the risk of frostbite increases, as does the strain on power supply systems and transport.
