Rostov CHP-2 Operating at Capacity Limit

Rostov CHP-2 has still not resumed full operation after an accident that occurred in December 2025. Currently, only two out of four boilers are in use, and due to the cold weather, the parameters of the heat transfer fluid have deteriorated. The station«s equipment requires both routine and major repairs.

A representative of the regional government stated: «At the moment, Rostov CHP-2 is operating at the limit of its capabilities in supplying heat transfer fluid. Options to increase the efficiency of this resource»s delivery are being considered.« Governor Yury Slyusar previously spoke about the need for reconstruction of the power unit and heating networks. The CHP plant is implementing a reliability improvement program, but its details are not specified.

Residents are reminded that if they have heating problems, they should contact their management organization. It is obliged to check in-house equipment, adjust the circulation of the heat transfer fluid, and remove air pockets in the system.

Recall that in December 2025, more than half of Rostov was left without heating due to a defect at CHP-2. The governor promised a recalculation for the days without heat, but some residents have even seen their bill amounts increase. Slyusar instructed to prepare a «zeroing» of payment for the period of insufficient heating.

Rostov residents continue to complain about the cold in their apartments. For some tenants, due to constant dampness and low temperature, mold persists.
