Yaroslavl to Fix Expansion Joints on October Bridge

The destruction of expansion joints on the October Bridge was recorded during an inspection of roads repaired in 2023–2025. On July 21, at a citywide meeting at the mayor«s office, Stanislav Trubachev, director of the Agency for Municipal Procurement of Housing and Public Utilities of Yaroslavl (Agentstvo po munitsipalnomu zakazu ZhKKh Yaroslavlya), reported that the contractor for the project was Yardormost.

«On the October Bridge, it is even visually evident that the expansion joints are deteriorating. Since the contractor did not fulfill its obligations, fines have already been issued. Within a month, Yardormost promises to replace the expansion joints. If they do not carry out the work, we will engage a third-party organization and recover from Yardormost the losses the city will incur,» Trubachev stated. Additionally, the contractor needs to fix sinkholes on Gagarin Street and the Surinsky overpass.

Yardormost JSC was registered in the village of Kuznechikha in Yaroslavl District in December 2018. The acting general director is Gleb Maslentsev, who previously headed the Agency for Municipal Procurement of Housing and Public Utilities of Yaroslavl. The company«s revenue for 2025 reached 4.7 billion rubles (about $52,222,200 at current rates), with net profit of 2.9 million rubles (about $32,200).

Other contractors also faced criticism from the authorities. DSK 76 did not repair cracks on Radishchev and Shchapov streets. Volga-Avtodor had worn-out road markings and a pothole formed at an asphalt sample site in Dyadkovskiy Proezd. DSK 76 (founder Alexander Glebov) earned 117.9 million rubles in revenue and 2 million rubles in net profit in 2025 (about $1,310,000 and $22,200, respectively). Volga-Avtodor (owner Zorik Babyan) earned 462.6 million rubles and 30.2 million rubles in revenue and net profit, respectively (about $5,140,000 and $335,600). The company also performed contracts for road repairs and street maintenance.

In total, 130 road sections were inspected in spring 2026. Violations were found on 64 facilities, 58 of which have already been corrected. Mayor Artyom Molchanov ordered that in a month, after August 21, if contractors do not fix the defects, third-party organizations should be brought in, and fines and compensation for repairs should be recovered from the unscrupulous road workers.

Yardormost reconstructed the October Bridge in 2022. 176.2 million rubles (about $1,957,800) were allocated from the regional budget for the work. However, as early as 2024, data emerged about the need to repair the expansion joints.
