Yaroslavl Municipality and Region to Swap Roads
The Surinsky Overpass in Yaroslavl is set to be transferred to regional ownership as part of a road exchange between the city and the regional government.

The Yaroslavl City Hall has commented on the fate of the Surinsky Overpass. In recent years, city authorities have been trying to transfer this problematic facility to regional jurisdiction. But the process has not yet been completed.
On 4 February, at a meeting of the Yaroslavl Municipal Commission on Housing and Communal Services and Improvement, the acting director of the city«s Department of Urban Economy, Oleg Vinogradov, reported that the regional Ministry of Road Management and Transport had agreed to take ownership of the overpass on the condition that the city assume responsibility for a number of roads currently belonging to the region. Specifically, a section in the production zone of the western part of the Novoselki industrial park in the Frunzensky District, the bypass routes of Yaroslavl with the Yubileyny Bridge, and the side roads with lighting lines on Promyshlennoye Highway.
«The Department of Urban Economy has no objections. A message has been sent to the Ministry about readiness to accept these sections into Yaroslavl»s ownership,« — Oleg Vinogradov noted.
Recall that, based on a survey conducted in 2022, the Surinsky Overpass in Yaroslavl was technically deemed to be in limited working condition.
The authorities explained that the facility requires reconstruction or at least major repairs. In March 2023, the mayor of Yaroslavl, Artyom Molchanov, reported that such work would require about 2 billion rubles ($22,222,200 at current rates). The Yaroslavl authorities have been wanting to transfer the overpass to regional ownership since 2022. After that, the issue of financing the repairs will be resolved.
