Yaroslavl Deputy Proposes Free Parking in Snowstorms

A regional deputy has suggested making paid parking free when lots are not cleared of snow, but transport officials say they will focus on improving snow removal instead.

In Yaroslavl, a proposal has been made to stop charging for uncleaned paid parking lots. The initiative was presented on January 20 at a meeting of the Yaroslavl Regional Duma committee on urban planning, transport, safety, and road quality by deputy Ruslan Polkuyev.

«When it»s snowing, you can«t access a paid parking lot. If the parking area isn»t cleared, it should become free. A person should pay for a parking spot when they exit the vehicle and step onto either asphalt or a cleaned parking surface. But when they«re standing in a knee-deep snowdrift, it»s odd to charge money for that,« he stated.

Deputy Minister of Road Management and Transport for Yaroslavl Region Dmitry Sergeyev acknowledged that the issue of uncleared parking lots did arise during snowfalls. However, despite this, there are no plans to consider making parking free during such times.

«We are currently working on the issue of allocating separate teams to operate in the paid parking zone or providing additional funding from the revenues generated by paid parking lots to enhance maintenance efforts. The priority will be on intensified cleaning. If there are snowdrifts, residents wouldn»t be able to use the spaces for free either,« explained Dmitry Sergeyev.

Deputy Chairman of the Yaroslavl Duma Dmitry Volonchunas also commented on the matter. He noted that the organization responsible for the parking lots should handle the snow removal. That organization is the State Institution «Center for Traffic Organization.»

Recall that a wave of complaints from Yaroslavl residents about uncleaned paid parking lots peaked in early January 2026.
