Yaroslavl and Region Agree to Exchange Roads

The authorities of Yaroslavl agreed to take over a number of regional roads in exchange for transferring the problematic Surinsky overpass to regional ownership.

At a meeting of the commission on housing and communal services and improvement of the Yaroslavl municipality on February 4, it was announced that a fundamental agreement had been reached with the regional government. Acting Director of the City Economy Department of the Mayor«s Office, Oleg Vinogradov, reported that the regional Ministry of Road Economy and Transport agreed to take the Surinsky overpass into its ownership, provided that the city takes responsibility for the following road network objects of the region:

  • a section in the production zone of the western part of the Novoselki industrial park in the Frunzensky district;
  • duplicate bypass roads of Yaroslavl with the Yubileiny Bridge;
  • side roads with lighting lines on Promyshlennoye Shosse.

“The City Economy Department has no objections. A message has been sent to the Ministry about readiness to accept these sections into the ownership of Yaroslavl,” said Oleg Vinogradov.

According to a 2022 survey, the Surinsky overpass was deemed to have limited functionality and requires reconstruction or major repairs. As Yaroslavl Mayor Artyom Molchanov noted in March 2023, this work will require about 2 billion rubles (approximately $22.2 million at current rates). Authorities have been trying to complete the transfer of the facility from city to regional ownership since 2022, after which the issue of financing the necessary repairs should be resolved.
