Volgograd Woman Overturns Green Zone Parking Fine in Court
A Volgograd resident has managed to have a fine for parking in a green zone canceled through the courts. The cancellation was due to the recording device not meeting technical requirements.

In Volgograd, a court has upheld a female driver«s complaint and canceled the fine issued to her for parking in an area marked as a »green zone.«
The fine of 5,000 rubles (approximately $56 at current rates) was imposed in early October of last year.
Video evidence attached to the case shows that beneath layers of dust and sand, this area has an asphalt surface.
«When I received the fine of 5,000 rubles (approximately $56 at current rates), I was very surprised: I»ve been parking in this spot for 10 years. A colleague at work offered to help write a complaint to the court. Although I didn«t believe in winning, the judge canceled the administration»s ruling,« the woman is quoted as saying.
The Kirovsky District Court of Volgograd issued the final decision on this administrative case on January 15, 2026.
The fine was canceled because the recording device used to document the violation did not comply with technical regulations.
The question of whether a similar fine could be contested if recorded with another device remains unanswered.
Earlier, in December 2025, there was already a case in Volgograd of a successful appeal against a parking fine. At that time, the court also canceled a ruling issued to a driver for parking in a paid parking lot, the boundaries of which did not extend to where his car was stopped.
