Volgograd launches paid replacement parking

Paying for parking opposite the Tsaritsyn tower is not yet mandatory: drivers will not be fined for non-payment, but refunds for paid time are not available.

Since July 21, Volgograd has started test operation of a paid parking lot located opposite the Tsaritsyn tower. Drivers can pay for a spot, but fines for non-payment will not be imposed during this period. However, refunds for already completed payments are not possible.
The idea to remove parking from Privokzalnaya Square near the Volgograd-1 railway station appeared back in March 2026. The traffic scheme change cost 70 million rubles (approximately $778,000 at current rates). In exchange, a parking lot was organized at the intersection of General-Lieutenant Voronin and Volodarsky streets, where there used to be free parking.
Residents reacted critically to the innovation. «A train station is not for strolling in a park,» residents complain. «A station is for arriving and leaving… When there was parking here, there was enough space for everyone. But now there will be a huge traffic jam on Kommunisticheskaya. And everyone will curse whoever thought up putting a park in this spot, as well as those who support this wonderful initiative.» The introduction of other paid parking lots in the Tsentralny, Dzerzhinsky and Voroshilovsky districts, according to officials, has been postponed indefinitely — due to the need to study residents« proposals.
