Volgograd driver wins appeal over green zone parking fine

A Volgograd resident has become one of the first to successfully challenge a fine issued for parking on a «green zone». The disgruntled driver went to court, which, surprisingly, sided with her and canceled the penalty.

The fine for parking was issued to the citizen back in early October of last year, when the system of mass crackdowns and penalties under the new law was gaining momentum. The video shows the very «green zone», under a layer of dust and sand, the asphalt is clearly visible.

«When I received the 5,000 ruble fine (about $56 at current rates), I was very surprised: I»ve been parking in this spot for 10 years. A colleague at work offered to help write a complaint to the court. Even though I didn«t believe in victory, the judge canceled the administration»s ruling,« the woman says.

The final decision was made by the Kirovsky District Court very recently — 15 January 2026. However, the reason for the cancellation was not the presence of asphalt in the parking spot, but the recording device, which did not meet regulations.

Whether it would have been possible to challenge the fine if the car had been recorded by another device remains an open question.

However, this is not the first time Volgograd residents have managed to challenge unlawful parking fines. A precedent, for example, was set in December 2025, when a driver was attempted to be fined for parking in a paid parking lot that did not even come close to the area where his car stopped. The court then sided with the driver and canceled the ruling.
