The State Traffic Inspectorate (GIBDD) of the Voronezh Region compiled a list of the most dangerous sections of city roads based on the results of 2025, specifically for readers of Voronezh1.ru.

This list of accident-prone locations includes eight spots where between three and nine injury accidents occurred over the year. The anti-rating is topped by the already notorious intersection of Plekhanovskaya, Donbasskaya, and Sredne-Moskovskaya streets.

Previously, analysts, based on data from 11 years, had already called this intersection one of the most accident-prone in the country: 58 injury accidents occurred there during that period, while accidents involving only property damage happen there almost daily.

Now, the official GIBDD statistics for the Voronezh Region for 2025 confirm the sad leadership of the intersection at Zastava: 9 traffic accidents were registered here over the year, injuring 10 people. The types of accidents were collisions, pedestrian knockdowns, and passenger falls.

List of the most dangerous spots in Voronezh in 2025

  1. Intersection of Plekhanovskaya, Donbasskaya, and Sredne-Moskovskaya streets: 9 accidents (6 vehicle collisions, 2 pedestrian knockdowns, 1 passenger fall), 10 injured;

  2. Antonova-Ovseenko Street, near building 35: 3 car collisions, 5 injured;

  3. Intersection of Plekhanovskaya and Koltsovskaya streets: 4 accidents (3 collisions, 1 passenger fall), 5 injured;

  4. Friedrich Engels Street, near building 72: 3 collisions, 4 injured;

  5. Stepan Razin Street, near buildings No. 47 and 38/1: 4 accidents (1 collision, 3 pedestrian knockdowns), 4 injured;

  6. 9 Yanvarya Street, near buildings No. 127, 131, 150, 156: 5 accidents (collisions, 1 pedestrian knockdown, 1 vehicle rollover), 7 injured;

  7. Leninsky Prospekt, near building 102: 5 accidents (2 collisions, 2 pedestrian knockdowns, 1 passenger fall), 6 injured;

  8. Plekhanovskaya Street, near building 14: 5 accidents (3 collisions, 2 passenger falls), 5 injured.

In total, 1,153 injury accidents occurred in Voronezh in 2025 (+14.5% compared to the previous year). 40 people died in the accidents (25.9% less than the year before), and 1,444 people were injured (22.9% more than last year). These eight listed dangerous spots account for 19.8% of all injury accidents in the city.

What is GIBDD doing to reduce accidents?

The department explained that identifying and eliminating accident concentration sites is systematic work. GIBDD staff analyze accident rates monthly and, at an early stage—even before the formal formation of a «hotspot» (defined as a site with 3 accidents of one type or 5 accidents of different types)—propose measures. These may include changes to traffic organization, traffic light adjustments, installation of new signs, or speed bumps.

However, as noted by the State Traffic Inspectorate, final decisions and infrastructure modification work fall under the jurisdiction of road owners and balance holders—the city and regional authorities.

GIBDD itself gave a vivid example of successful elimination of a dangerous spot. On Shishkova Street near building No. 70, three pedestrian knockdowns occurred in one month (from January 18 to February 20, 2025), injuring five people. In the shortest possible time, a traffic light was installed at the uncontrolled pedestrian crossing. This measure allowed for completely avoiding injury accidents at this site for the rest of the year.
