Seven attackers on Moscow transport controllers get prison terms

In the capital, over the past year, 39 guilty verdicts were handed down to offenders who attacked public transport controllers. Such incidents are considered criminal offenses under Article 318 of the Russian Criminal Code, «Use of violence against a representative of authority». The maximum penalty provided for this is 10 years in prison.

«We never ignore any manifestations of aggression towards our employees. Every offender is always held accountable under the law and bears criminal responsibility. Last year, Moscow courts issued 39 criminal convictions for attacks on controllers, seven of which involved actual imprisonment. Three years and six months is the maximum prison term that an aggressive fare evader received during this period,» said Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.

The Moscow Department of Transport noted that from January 9, 2026, the fine for unpaid travel and improper use of a social card will increase to 5,000 rubles (approximately $53 at current rates). Previously, the fine was 2,000 rubles (about $21) and 4,000 rubles (about $42) respectively.

Funds from fare payments go towards expanding the route network, updating the rolling stock, creating modern passenger services, and introducing new stops.
