Rosmorport Seeks Contractor for Sochi Port Reconstruction

FSUE «Rosmorport» has published a large procurement for the reconstruction of federal infrastructure in the Sochi sea port. The contractor must take on design and construction, including the reconstruction of special pier No. 11, the port water area with shore reinforcement, pier No. 12 with a ship-lifting function, as well as a hangar for small boats. The contract includes the preparatory stage, demolition, construction and engineering works, site improvement, and industrial environmental control.

In addition, the contractor must take on environmental monitoring and compensation for damage from negative environmental impact. And also obtain compliance certificates from state construction and environmental supervision authorities.

The initial maximum contract price is 737.5 million rubles including VAT (approximately $8,016,300 at current rates). The tender was published on the State Procurement portal on January 30, and bid acceptance will last until February 19.

Rosmorport is seeking a contractor with confirmed experience in complex hydraulic engineering and port facilities. The documentation specifically states that similar works include contracts for the reconstruction and capital construction of hydraulic structures of high complexity classes, port infrastructure, and navigable channels. Experience in such projects over the last five years will be a key factor in evaluating bids.

To participate, bid security of 0.5 percent of the initial contract price is required, amounting to 3,687,542 rubles 65 kopecks (approximately $40,083). Security is allowed in the form of funds or an independent guarantee.

Procurement participants must disclose accounting reports, audit opinions, and confirm indicators of liquidity, autonomy, and financial stability.

The customer allows the participation of collective contractors, but with strict requirements for the agreement between them and joint liability for contract performance. Each participant in such an association must separately meet the established requirements.

Special attention is paid to bid and contract performance security. Participants can provide security in the form of funds or an independent guarantee, issued according to legal requirements and included in the register. The bid security amount cannot exceed 5% of the initial contract price. Contract performance security must cover both the work execution stage and the warranty period.
