Perm plans to straighten Borchaninov, expand Pushkin, build new streets

The authorities plan to construct streets on the Central Market territory, displacing numerous buildings.
In Perm, preparations are underway for the renovation of the Central Market area. The regional Ministry of Property has approved a territory planning project for the construction of new streets in the commercial zone. Let«s figure out what and where they might do and which buildings are slated for demolition.

The area within red lines is designated for street construction and widening.
In January, the Ministry of Property and Urban Development of Perm Krai approved the planning of the territory between Kolkhoznaya Square, Pushkin Street, Krylov Street, Podgornaya Street, and Kosmonavtov Highway.

The allocated territories within the «red boundaries» are being alienated for new streets. The most noticeable change for drivers will be the straightening of Borchaninov Street: currently, it adjoins Pushkin Street from two sides at different points. Bicycle lanes will be built on both sides of the roadway.
Moreover, new block streets will be built on the territory of the still-operating Central Market. Their width will vary from 11 to 31.8 meters, and the speed limit there will be 30 km/h.
Within the red lines are all the «front-line» buildings located along Pushkin Street. The land under them will be needed for the expansion of Pushkin Street itself. There, they plan to create two lanes in each direction with tram tracks between them. Between the sidewalks and the roadway on one side, there will be a lawn, and on the other, a bicycle lane.
Furthermore, more than 50 buildings inside the market territory and the surrounding area fall entirely or partially within the area allocated for new streets.
The geological survey of the Central Market territory, which formed the basis for moving the «red lines,» was commissioned by the developer «Uno,» part of the Ingroup Group. However, this survey did not cover the territory of the residential complex that the developer is already building on the adjacent plot. Representatives of the developer declined to comment to 59.RU on the reason for their interest in the Central Market territory.
At the same time, the conclusion on the compliance of the planning project with urban planning legislation states that it was done on the initiative of the regional Institute of Territorial Planning (ITP). According to the order of the Ministry of Property, the ITP did this at the state budget«s expense.
In December 2025, the city hall held public discussions on the replanning of the Central Market territory. The conclusion indicates that no one participated in them, but formally, the procedure was observed.
Previously, we reported that the bus station will be removed from Kolkhoznaya Square, and on Pushkin Street, there is not enough space for buses.
