New Contractor Sought for Suvorovsky Road Reconstruction

The Rostov Directorate for Construction of Transport Infrastructure Facilities has announced a new tender for the repair of Vavilov Street. It concerns the section from Sheboldayev to house No. 69 on Vavilov. The bid was posted on the government procurement portal on 20 July, with an initial contract price of 152.5 million rubles (approximately $1.69 million at current rates).

Previously, this contract had been awarded to the company Dorstroy for 155.4 million rubles (approximately $1.73 million). However, the contractor unilaterally terminated the contract, citing the inability to perform the work with the required quality.

According to data from Kontur.Fokus, the founder of Dorstroy LLC is Daniil Rozhkov, and the director is Alexander Pashkevich. The company is registered in Aksay. The company«s revenue at the end of 2025 reached 5.9 billion rubles (approximately $65.6 million), with net profit of 59.4 million rubles (approximately $660,000).

«Due to the lack of financing from credit organizations, the absence of advance payments under the contract, and difficulties in providing construction materials to the sites,» the company explained its refusal.

Initially, the repair was planned to be completed by 1 September 2026. Now the new contractor must hand over the facility by 1 November.

It is worth noting that Dorstroy also refused to repair Voroshilovsky Prospekt for similar reasons. The authorities are prepared to allocate 167.7 million rubles (approximately $1.86 million) for this project and are also looking for a new contractor.

The repair of Vavilov Street started back in 2023 — at that time, the section from Osobennaya to Sosnovaya was put in order. The deadlines have been postponed several times, and now completion is expected in autumn 2026.
