Krasnodar earns over 1 billion rubles from parking and fines

Krasnodar Mayor Yevgeny Naumov reported on January 23 that the city has 331 municipal paid parking lots with 14,500 spots. Residents most often use a mobile app for payment. By 2027, the number of spots is planned to expand to 17,000. And in a resolution dated March 25, 2025, 434 streets are listed where fees will be gradually introduced.
For the first time in Krasnodar«s history, over 1 billion rubles (approximately $11 million USD at current rates) flowed into the city budget from parking fees and fines in a year. According to authorities, this money will be directed towards road network improvements.
Naumov reminded that last year, the city increased free parking time by one hour: payment is required from 08:00 to 19:00. In the near future, they plan to extend post-payment until the end of the next day, because people face difficulties due to internet outages.
«We continue to fight against dishonest non-payers. And against those who cover license plates with pieces of paper — for this, last year we purchased two more photo enforcement complexes, increasing their number to six. And against those who simply remove license plates. They are tracked by 62 cameras using special algorithms. Plans include installing another 850 such cameras to cover the entire city. I set a task — to purchase at least half of them this year», wrote Naumov.

As reported by 93.RU, Krasnodar residents began receiving fines for unpaid parking in new areas. Information about where parking would become paid was published only in the municipal newspaper, so many citizens were unaware of the changes.
