Ex-Komdorstroy Head Wins Volgograd Road Marking Contract

In Volgograd, a competition to select a contractor for updating road markings has concluded, with individual entrepreneur Yevgeny Vilkov as the winner. The contract value is 150 million rubles (approximately $1,578,900 at current rates). The tender was initiated by the Municipal Institution «Komdorstroy» on the last working day of 2025. The contractor«s duties include applying almost all types of markings, including pedestrian crossings with direction indicators and yellow broken lines permitting stopping. They must also remove old coatings made of paint or thermoplastic. Excluded from the work are the «waffle» pattern — a yellow hatched square at intersections — and the double broken line for reversible traffic.

The Volgograd administration stated: «The work must be carried out in accordance with current regulations and traffic management rules using modern materials: thermoplastics, cold plastic, and reflective paints. The choice of material for each section is determined by traffic intensity. The start of work is planned for spring, when weather conditions become suitable. The full scope of work must be completed by December 2026.»

According to the Kontur.Fokus system, individual entrepreneur Yevgeny Vilkov was registered in Moscow on 15 April 2020, with his primary activity being the construction of roads and highways. Since 2021, the entrepreneur has won 15 state contracts worth a total of 508 million rubles (approximately $5,347,400 at current rates), of which five worth 272 million rubles (approximately $2,863,200 at current rates) were won in the last 12 months. Vilkov has only worked in Volgograd Oblast, where he has been involved in applying markings, installing a mock traffic police car, and also teaching at Volgograd State Technical University. Until 2013, Yevgeny Vilkov headed the Municipal Institution «Komdorstroy». He was also one of the founders of the limited liability company «Scientific-Production Implementation Enterprise «Spektr»» together with Mikhail Devyatov, the former director of UNPP «Aspekt», which handled road markings in Volgograd. Currently, UNPP «Aspekt» is undergoing reorganization by merging with legal entities, and Devyatov is no longer a founder or ultimate owner of this company.
