Ex-director of Komdorstroy wins road marking tender

In Volgograd, the tender for selecting a contractor to update road markings within the city has been completed. The starting price, also the final price, of the contract — 150 million rubles (approximately $1.58 million at current rates).

As a reminder, the procurement appeared on the last working day of 2025. According to the terms of the auction, which was organized by MOU «Komdorstroy», the contractor will have to not only apply almost all types of markings but also remove old coatings made with both paint and thermoplastic. The list includes almost all types of road markings, with rare exceptions such as the «waffle iron» — a yellow hatched square at an intersection, as well as a double broken line for reversible traffic. Notably, the list includes pedestrian crossings with arrows indicating directions of travel, as well as yellow broken lines that allow stopping but not parking.

«The work must be carried out in accordance with current standards and rules for organizing traffic using modern materials: thermoplastic, cold plastic, and reflective paints. The choice of material for each section is determined by traffic intensity,» stated the Volgograd administration. «The start of work is planned for spring, when suitable weather conditions arrive. The full range of measures must be completed by December 2026.»

The winner of the procurement was individual entrepreneur Yevgeny Vilkov. According to the Kontur.Fokus counterparty verification system, individual entrepreneur Yevgeny Vilkov was registered in Moscow on 15 April 2020. The main type of activity is the construction of highways and motorways. Since 2021, the company has won 15 public procurements totaling 508 million rubles (approximately $5.35 million at current rates), of which five, worth 272 million rubles (about $2.86 million), were in the last 12 months. Note that the only region of operation for the individual entrepreneur was Volgograd Oblast — he applied road markings both in the regional center and in the districts of the region, installed a DPS car model (traffic police mock-up), and also provided teaching services at Volgograd State Technical University.

Until 2013, Yevgeny Vilkov headed MOU «Komdorstroy». In addition, his name appears in the list of founders of the LLC «Research and Production Implementation Enterprise Spectrum», in which Yevgeny Vilkov and Mikhail Devyatov — the former director of UNPP «Aspect», which engaged in road marking in Volgograd — had equal shares. Currently, UNPP «Aspect» is in the process of reorganization in the form of merger of legal entities, and Mikhail Devyatov has left the founders and ultimate owners of the company.
