Calculated tariffs for trams and trolleybuses rise in Rostov

In late January, a decree by the Rostov administration came into force, sharply increasing the economically justified tariff for passenger transportation by trolleybuses and trams. However, the ticket price for citizens remains at the previous level.
The economically justified tariff is the calculated amount that it actually costs the carrier for one passenger trip. The city compensates the operator from the budget for the difference between this cost and the current fare of 34 rubles (approximately $0.36 at current rates).
- For the trolleybus, the new calculated tariff is set at 72.5 rubles (about $0.76 at current rates) compared to the previous 43.6 rubles (approximately $0.46).
- For the tram, the cost of one trip according to new calculations is 79.6 rubles (about $0.84) whereas previously it was estimated at 64.3 rubles (approximately $0.68).
The only operator of electric transport in the city is the municipal «Rostov Transport Company».
The fare increase in public transportation that occurred at the end of 2025 affected only buses (up to 48 rubles, or about $0.51 at current rates), and did not extend to trams and trolleybuses.
Previously, it was reported that trolleybus transportation in Rostov was recognized as inefficient and low-demand, including due to high wear of the contact network. There is a recommendation to reduce the number of trolleybus routes by 2030, replacing them with bus routes.
The future of the tram project related to the company «Sinara» currently remains in question.
