Moscow and Perm forecast hot summer after cold winter

Lead specialist of the Phobos weather center and host of weather news on the Rossiya 24 channel, Yevgeny Tishkovets, reported that after a cold winter, a hot summer is coming to the capital. We asked Perm synoptician Andrei Shikhov whether residents of Perm should also expect heat.
Yevgeny Tishkovets wrote about an early spring and hot summer in his Telegram channel «Weather Watch | Stake | Yevgeny Tishkovets».
«This year«s summer will be »excellent« — hotter and drier than in 2025, especially in July–August,» wrote the specialist. «In general, the brief scenario appears to me as follows: a snowy and cold winter, a turbulent spring with floods, and a relatively scorching summer.»
He noted that meteorological spring, when the temperature rises above zero, will begin in Moscow from mid-March, followed by an extremely spring flood.
«If it weren«t for the abnormal snowdrifts acting as a natural »refrigerator«, the process would have started much earlier,» the specialist noted.
We asked Perm synoptician Andrei Shikhov whether this scenario will affect Perm residents.
«You can«t compare with Moscow, we have completely different norms for the start of spring,» answered Doctor of Geographical Sciences Andrei Shikhov. «And an important point here is about the abnormal snowdrifts. Since there is a lot of snow in the regions of European Russia, this greatly reduces the likelihood of a warm March for us — at least, such an abnormally warm one as in 2023 and 2025. On the way from the southwest, all the heat will be lost on melting this huge amount of snow.»
We clarified whether the summer in Perm and the region will be hot, as Yevgeny Tishkovets promised the capital after a cold winter.
«Although long-term forecasts with a lead time of half a year are very inaccurate, Tishkovets has certain grounds for such a forecast, and this may relate not only to Moscow but also to Perm,» the expert answered.
