Yekaterinburg Increases Mortgage Limit to 9 Million Rubles

Families in Yekaterinburg can now get up to 9 million rubles ($100,000) in mortgage, but only for apartments in the Park Pobedy residential quarter.

In 2020, when subsidized mortgages first appeared, a three-room apartment in a building under construction cost on average 7–9 million rubles ($77,800–$100,000 at current rates). Therefore, the limit of 6 million rubles ($66,700) was quite reasonable at the time — with that money, even a family home could be purchased. Today, however, with such money, it is impossible to upgrade to a larger home due to the birth of a child. While the authorities figure out how to change the terms for family mortgages, some developers together with partner banks have already found a solution. For example, residents of Yekaterinburg can now borrow up to 9 million rubles ($100,000) instead of a maximum of 6 million ($66,700). Who qualifies for such conditions — in this review.

The increased limit applies to three- and four-room apartments in the Park Pobedy residential quarter. The rate (total cost of credit 18.677% to 18.776%) is 5.99% for the entire loan term. These conditions are available specifically under the family combo mortgage (a combined state-subsidized and bank mortgage).

For this experiment, Park Pobedy was chosen because the developer PRINZIP is implementing it in Uralmash (a district in Yekaterinburg), where social infrastructure is well developed. Three buildings with parking and three courtyards are being constructed within the boundaries of Bakinskikh Komissarov, Kalinina, Kirovgradskaya streets, and Sosnovy Lane. Next to the quarter there are several kindergartens and schools. Within a 15-minute walk there are many creative clubs and sports sections. Nearby is the Pedagogical University, and other universities can be reached fairly quickly by public transport. Therefore, many parents choose this part of the city to live with children.

The Park Pobedy quarter is inspired by the post-constructivist style. This is a transitional direction from constructivism to Soviet neoclassicism. The style is characteristic of Soviet development from the 1930s–1940s and is a true classic for Uralmash. Here, simple linear forms are combined with decorative elements — bay windows and arched windows.

A large part of the territory is already open, with sandboxes, swings, play complexes, a gazebo, and benches.

Since the new quarter is a reimagined aesthetic of elite houses from the heyday of the social city Uralmash, the lobby interiors were designed in the spirit of neoclassicism. The main decoration is lions. In the first building there are lion statues, in the first three sections of the second building there are bas-reliefs.

The lobbies of Park Pobedy are full of light: during the day they are flooded with natural light thanks to large windows and glass entrance groups, and in the evening chandeliers and sconces are lit.

Otherwise, the lobby furnishings are classic for PRINZIP projects: a warm vestibule where it is convenient to wait for an answer on the intercom or look for keys in a bottomless bag, a stroller room, and a restroom with a paw washbasin.

A spacious kitchen-living room, large pantry, and two bathrooms make an excellent option for a couple with two children.

From the lobby you can go out not only to the street side but also into the courtyard. There will be three courtyards in total, later the spaces will be connected by arches in the buildings. Meanwhile, they are being opened as the construction phases are completed.

The second courtyard of Park Pobedy will be the largest in the quarter. Its area will be 4,000 square meters (43,056 sq ft), which is about two and a half professional hockey rinks. It will feature playgrounds for children of different ages, a space for sports, and a quiet relaxation area.

In the under-construction sections of Park Pobedy, you can buy apartments of various formats: from studios to four-room apartments. But the increased mortgage limit applies only to layouts with three or four bedrooms. At the same time, 9 million rubles ($100,000) can be borrowed for 15 years, and for 30 years — 7,999,999 rubles ($88,900).

This option on the third floor costs 12,779,200 rubles ($142,000 at current rates). If you take a mortgage for 15 years, the calculation will be as follows:

down payment: 3,779,200 rubles ($42,000);

  • maximum mortgage amount: 9,000,000 rubles ($100,000);

  • rate: (total cost of credit from 18.691% to 18.776%*) 5.99% for the entire loan term;

  • monthly payment: 75,899 rubles ($843).

    You can also take a mortgage for 30 years, then it will be:

    down payment: 4,779,201 rubles ($53,100);

  • maximum mortgage amount: 7,999,999 rubles ($88,900);

  • rate: (total cost of credit from 18.677% to 18.776%**) 5.99% for the entire loan term;

  • monthly payment: 47,913 rubles ($532).

    A four-room apartment on the second floor costs 13,566,000 rubles ($150,700). If purchased with a combo mortgage for 15 years, the project economics will be:

    down payment: 4,566,000 rubles ($50,700);

  • maximum mortgage amount: 9,000,000 rubles ($100,000);

  • rate: (total cost of credit from 18.691% to 18.776%*) 5.99% for the entire loan term;

  • monthly payment: 75,899 rubles ($843).

    If it is important to reduce the monthly payment, you can take it for 30 years, then the calculation will be:

    down payment: 5,566,001 rubles ($61,800);

  • maximum mortgage amount: 7,999,999 rubles ($88,900);
