The mayor of Yaroslavl signed a decree on the comprehensive development of a territory in the area of Novye Kuksenki Street in the Zavolzhsky district. The plot is located less than a kilometer from the Volga River bank near the Yubileyny Bridge. Its area is 234,937 square meters. The territory is planned to be given over for development with 4-8 story buildings.

The decree stipulates that within the boundaries of the plot, a kindergarten for 220 children is also planned. A new school should appear on the adjacent territory. In addition, the site provides for the placement of shops, pharmacies, garages, a post office, beauty salons, dry cleaning drop-off points, laundries, and other facilities. Residents of the new district will be able to receive medical care at the general practitioner«s office of Hospital No. 3 on Almaznaya Street and at the children»s clinic at 20 Mashinostroiteley Avenue.
The document states: «The maximum period for implementing the decision on the comprehensive development of the undeveloped territory is 10 years from the date of signing the contract.»
Recall that in October and December 2025, the city administration had already issued decrees on the comprehensive development of the territory in this location. At that time, it was about the development of three non-adjacent plots in the area of Starye Kuksenki and Novye Kuksenki streets. An earlier decree dealt with a territory with a total area of 400,996 square meters, and the December decree with 398,576 square meters. These documents have now been declared invalid.
