Omsk delivers leaky apartment building, a 'blessing' for shared construction investors

Owners of apartments in a newly commissioned building in Omsk are afraid to enter their units due to leaking pipes, burst radiators, and safety hazards.

Residents of the long-term construction project at 29 Sharonova Street were shocked by the condition of the apartment building, which was officially put into operation at the end of 2025. This house is problematic. Its construction began in the 2010s, then was resumed after the Omsk Region Fund for the Protection of Citizens« Rights as Participants in Shared Construction (the shared construction investors» protection fund) took the project under its wing.

Investors are being asked to accept apartments where heating radiators block access to the balconies.

A contractor was also selected — SPK Dorstroy LLC. The contract was worth 597 million rubles (about $6 million at current rates) — money from the shared construction investors« protection fund. The house was originally supposed to be delivered in the summer of 2024, but the completion deadlines were postponed multiple times.

SPK Dorstroy LLC was registered in 2012 in Omsk, then the company re-registered in Samara. Its main specialization is dismantling and demolition of buildings. Furthermore, in Omsk, the firm was engaged in road repairs. The founder is Rafael Aveyan. Revenue for 2024 was 370 million rubles, with a profit of 883 thousand.

In reality, the situation turned out to be far worse than the shared construction investors could have imagined. Their apartments now look as if they had been vandalized.

«The heating system doesn»t work, every second apartment has burst pipes, ice on the floor! What signing of an acceptance certificate can we even talk about?! The house was not ready for commissioning! It«s obvious! We will seek the cancellation of the house»s acceptance for operation. This is a disgrace for the whole of Russia!« shared construction investor Svetlana Vladimirova told NGS55.RU.

The Omsk resident also provided letters that the investors sent to the Russian Prosecutor General«s Office and the Investigative Committee, asking them to look into why the house was put into operation in such a state.

Another shared construction investor, Natalia Kudashova, added that it is dangerous not only to live in, but even to be inside the apartment building.

«There is no heating, many radiators have burst, the elevators don»t work, the finishing is «at zero,» the quality is «in the negative» — it seems materials not meeting regulations were used, radiators are installed blocking the balcony doors, and there are holes straight to the outside on the balconies.«

According to the Omsk resident, the apartments were handed over as early as 28 November. Since 20 January, apartment owners have been receiving letters from the shared construction investors« protection fund stating they must sign the apartment acceptance certificates within a month (the document is at the editorial office»s disposal).

«We will not accept the apartments in this condition. It»s unclear what they want from us, maybe for us to completely give up the apartments. It very much looks like some new corruption scheme,« added Natalia Kudashova.

The permit to put the house into operation was issued by the city«s department of architecture and urban planning. The city hall told NGS55.RU that all questions regarding defects in the apartment building should be addressed to the contractor. Unfortunately, it was not possible to promptly contact them.

However, the head of the regional fund for the protection of shared construction investors, Igor Klopunov, commented on the situation. He stated that finishing work on the apartment building can continue even after obtaining the permit for operation.

«There are some works on this house that, according to the Urban Development Code, are permitted to be completed after the house is put into use. These works are being carried out, but at an insufficient pace. That»s why people are expressing justified dissatisfaction. But the very fact of obtaining the operation permit is a blessing for the shared construction investors: they officially become apartment owners. And until the general contractor leaves the site, all costs for maintaining the house fall on him.«

According to Klopunov, without waiting for all defects to be fixed, apartment owners can already start renovating their units. At the same time, Dorstroy is also working there. However, it is unclear when the company will eliminate all the shortcomings. The situation with the leaking heating system is also not entirely clear.

«The house at 29 Sharonova Street is complex, of varying heights, the hydraulics are complicated. Works on adjusting the heating are ongoing. Until all remarks are eliminated, the house will not be handed over to a management company.»

The head of the shared construction investors« protection fund also explained that when signing the apartment acceptance certificate, the owners list all deficiencies, which the contractor must then fix within 60 calendar days. Defects in the entrances will be discussed at a meeting to be held with the investors.

The Ministry of Construction also responded to the problem. They promised the contractor would fix the defects, but the timeframe is unclear.

«The house was put into operation according to the project documentation. This is an administrative-technical stage, which means the readiness of structures and engineering systems. The construction client — the regional fund for the protection of shared construction investors — is working with the contractor to provide the apartments and common areas in proper condition. Apartment owners together with representatives of the contractor and developer compile a defect list, after which the developer must correct all the defects, and only then does the signing of the apartment acceptance certificate occur.»
